SML Scandal: OSP to arraign Ofori-Atta and Seven others on Monday

The Office of the Special Prosecutor (OSP) has announced that former Finance Minister Ken Ofori-Atta and seven others are scheduled to appear before the court on Monday, 24 November 2025, to face 78 charges, including corruption-related offences.

In an update on social media, the OSP indicated that prosecutors will also seek court orders to serve charge sheets on suspects currently outside the country.

The charges stem from a major investigation involving Ofori-Atta, Strategic Mobilisation Limited (SML), and six former senior officials of the Ghana Revenue Authority (GRA) and the Ministry of Finance.

The individuals charged include:

  • Ernest Darko Akore, 67, former Chief of Staff at the Ministry of Finance
  • Emmanuel Kofi Nti, 66, former Commissioner-General of the GRA
  • Rev. Ammishaddai Owusu-Amoah, 64, former Commissioner-General of the GRA
  • Isaac Crentsil, 63, former Commissioner of the Customs Division
  • Kwadwo Damoah, 65, former Commissioner of the Customs Division
  • Evans Adusei, 62, Chief Executive Officer of SML
  • Strategic Mobilisation Ghana Ltd, formerly Strategic Mobilisation Limited (SML)

The OSP alleges that the accused persons participated in a coordinated and long-running “criminal enterprise” between 2017 and 2024, manipulating procurement systems, awarding unlawful contracts, and diverting more than GHS 1.4 billion for services that were never delivered.

Their first appearance on November 24 is expected to set the stage for one of the most high-profile corruption trials in recent years.
