A former Board Member of the Ghana Infrastructure Investment Fund (GIIF), Yaw Odame-Darkwa, has testified that the controversial Sky Train project never received approval from the Fund’s Board during his tenure.
Mr. Odame-Darkwa, who served on the GIIF Board between 2017 and 2020, made the revelation while testifying as the first prosecution witness in the ongoing US$2 million financial loss case involving the Fund’s former Chief Executive Officer, Solomon Asamoah, and former Board Chair, Prof. Christopher Ameyaw-Akumfi.
The two are facing charges for allegedly authorising the disbursement of funds for a project that had neither been approved by the Board nor properly executed.
In his witness statement presented at the High Court in Accra on Monday, November 10, 2025, Mr. Odame-Darkwa said the Sky Train project was only mentioned briefly at one Board meeting but was never deliberated on, recommended by the Investment Committee, or approved for funding.
He stated that he only became aware of the alleged US$2 million disbursement after reading the Auditor-General’s report, which highlighted financial irregularities related to the project.
“A due diligence report should have been presented to the Board before any approval for disbursement, but no such report was ever tabled,” he testified.
Mr. Odame-Darkwa also contested records suggesting that the Board discussed or approved the project, stating that such minutes “do not accurately reflect the Board’s deliberations or decisions.”
He maintained that during his tenure, he acted solely in the best interest of the Republic of Ghana and would not have sanctioned any funding without the necessary due diligence.
According to him, while the GIIF Board approved several legitimate infrastructure initiatives during his service, the Sky Train project was never among them.
“To the best of my recollection, the Board did not approve any funding for the Sky Train project during the period of my service,” his statement concluded.
