Parliament has passed the Energy Sector Levy Amendment Bill 2025 in the early hours of June 4, following a dramatic walkout by the Minority caucus.
The Majority side leveraged its numerical advantage to push the bill through.
The new legislation introduces a GHS 1 levy on every litre of fuel as part of efforts to address the country’s mounting energy sector debt, which currently stands at US$3.1 billion as of March 2025, according to Finance Minister Dr. Cassiel Ato Forson.
Presenting the bill under a certificate of urgency, Dr. Forson explained that the revenue from the levy will help stabilise the energy sector and ensure a sustainable power supply.
He further assured Parliament that the new charge would not cause an immediate increase in fuel prices, noting that recent gains by the Ghana Cedi would offset the impact at the pumps.
