As part of our ongoing efforts to streamline the public sector payroll in accordance with the Commission’s mandate, the Fair Wages and Salaries Commission (FWSC) is embarking on a Payroll Monitoring Exercise. This exercise is mandated by ACT, 2007 (737), which requires the FWSC to develop and monitor allowances and benefits, as well as coordinate, manage, and monitor collective bargaining processes involving the government as the employer.
In addition to these responsibilities, the Commission is also tasked with conducting job analysis, job evaluation, and salary evaluation for all public sector workers in Ghana. It is crucial, therefore, to ensure that those who deserve to be compensated for their hard work are indeed receiving their rightful pay. Furthermore, appropriate sanctions should be imposed on individuals who exploit loopholes in the system, as this will help to cleanse the government’s wage bill and promote the socio-economic development of our beloved country.
In line with Section 3b of the FWSC Act mentioned above, the Fair Wages and Salaries Commission commenced a National Payroll Monitoring exercise on April 3rd, 2023.
Ing. Benjamin Arthur, the Chief Executive Officer (CEO) of the Fair Wages and Salaries Commission, emphasized that the Government White Paper on the Single Spine Pay Policy highlights the need for pay reforms and reviews. These efforts, undertaken by previous governments, aimed to improve public service salaries and address the persistent issue of disparities and inequities in the Pay Administration System. Unfortunately, these attempts have not yielded significant results.
However, these distortions, inequalities and low incomes continue to persist after various attempts to stem the tide within the Public Service.
To restore equity and transparency in public, he said service pay administration in Ghana, the Single Spine Pay Policy (SSPP) was promulgated. Nevertheless, the increasing wage bill and the existence of anomalies in the Government of Ghana (GoG) Payroll have necessitated the need for a Payroll Monitoring Exercise to be conducted on the GoG Payroll management system.
