Frank Bosompem Danso, also known as Tomtom, a citizen of Ghana and native of Kade in the Eastern Region, has petitioned the Office of the Special Prosecutor (OSP) to investigate Alhaji Baba Jamal, Ghana’s High Commissioner to Nigeria, over his conduct during the parliamentary primaries in the Ayawaso East constituency.

According to reports, Baba Jamal allegedly distributed motorcycles, 32-inch televisions, and cash sums of GH₵3,000 to delegates and constituents during the primaries, prompting widespread condemnation.

The National Democratic Congress (NDC) publicly condemned the behavior, describing it as inappropriate and against party ethics. In response to the allegations, President John Mahama has ordered the recall of Baba Jamal from his diplomatic post in Nigeria.

Despite the recall, Mr. Bosompem Danso has formally petitioned the OSP to ensure a thorough investigation is conducted into the matter, highlighting concerns over electoral integrity and adherence to the law.

* Petition for Investigation into Alleged Voter Inducement by Alhaji Baba Jamal*

Dear Special Prosecutor,

I, Frank Bosompem Danso(Tomtom), a citizen of Ghana and a native of Kade in the Eastern region and a resident of Atonsu in the Ashanti region respectfully submit this petition to request an investigation into the conduct of Alhaji Baba Jamal, Ghana’s High Commissioner to Nigeria, during the parliamentary primaries held in the Ayawaso East constituency on Febuary 7, 2026.

It has been widely reported that Alhaji Baba Jamal distributed motorcycles, 32-inch televisions, and cash sums of three thousand cedis to delegates and constituents during the primaries. These actions raise serious concerns about voter inducement and the source of funds used for such expenditures.

Under Section 32 of the Representation of the People Law, 1992 (PNDCL 284), voter inducement through gifts or monetary rewards is prohibited. Such conduct undermines the integrity of elections and violates the principles of fairness and transparency enshrined in Ghana’s democratic system.

Furthermore, the Office of the Special Prosecutor Act, 2017 (Act 959) empowers your office to investigate and prosecute corruption and corruption-related offenses, including the misuse of public office for personal or political gain. The allegations against Alhaji Baba Jamal fall squarely within this mandate.

I therefore respectfully request that your office investigate:

– The origin of the funds and resources used by Alhaji Baba Jamal.
– Whether these actions constitute voter inducement or breach electoral laws.
– Any potential misuse of public office or resources in connection with these activities.

This matter is of great public interest, as it touches on the credibility of our electoral process and the accountability of public officials. I trust that your office will treat this petition with the urgency and seriousness it deserves.
