President John Dramani Mahama has ordered a thorough investigation into allegations of “unmerited” sole sourcing in the award of road contracts by the Ministry of Roads and Highways, headed by Kwame Governs Agbodza.
Speaking at the Presidential Dialogue with Civil Society Organisations (CSOs) on Monday, March 30, 2026, President Mahama said his office has requested the full report from the Fourth Estate, which first raised the allegations, and has directed the ministry to respond to all claims made in the report.
“I note the recent expose by the Fourth Estate on procurement processes related to contracts under the Big Push programme. While sole sourcing is permissible under certain circumstances in our current procurement law, open and transparent tenders are always preferable for achieving competitive pricing and value for money,” he said.
He added that his office will carefully review the complete findings from the Fourth Estate to guide government action, emphasizing the need for accountability and transparency in public procurement.
President Mahama also highlighted that the current procurement law allows for single sourcing under specific conditions, a situation his administration is addressing through proposed amendments.
“This is precisely why we announced plans to amend the Public Procurement Act to limit single sourcing, promote transparency, and ensure proper value for money on all government projects. I have also asked the Minister of Finance to expedite the establishment of an independent Value-for-Money Office, which will rigorously review all single-source procurements once the legislation is amended,” he said.
The Fourth Estate investigation revealed that the Ministry of Roads and Highways awarded 81 sole-sourced contracts worth over GH¢73 billion within a seven-month period, prompting the president’s directive for a comprehensive review and response.
