Govt to fully fund Accra-Kumasi Expressway without borrowing – Ato Forson
Finance Minister Dr Cassiel Ato Forson has assured Ghanaians that the government will have the full financing required for the construction of the 198.7-kilometre Accra-Kumasi Expressway in place by December 2026.
According to him, government is mobilising the resources domestically to ensure that construction can proceed without interruptions caused by funding constraints.
Dr Ato Forson made the disclosure on Monday, September 14, 2026, during the handover of a 175.6-kilometre cleared right-of-way for the project.
He said the government’s financing strategy is aimed at executing the major infrastructure project without placing additional pressure on the country’s debt position.
“This handover clears the way for an expressway that will cut travel time and transport cost, improve road safety and set a new standard for our infrastructure delivery,” he said.
The Finance Minister further assured that the government would not contract new external loans to finance the project.
“As your Minister for Finance, I want to use this opportunity to assure the nation that the entire amount needed for the construction of this expressway will be ready by December 2026. For the avoidance of doubt, we will not borrow a pesewa for this construction,” he stated.
The funding assurance comes after the Ghana Armed Forces completed the clearance of 175.6 kilometres of the project corridor in 19 weeks, beating the scheduled 20-week timeframe by one week.
The completion of the right-of-way clearance marks a significant step towards the commencement of construction of the proposed expressway, which is expected to provide a modern alternative route between Accra and Kumasi.
The project is intended to improve the movement of passengers and goods between the two cities while reducing travel times and transportation costs.
It is also expected to ease congestion and pressure on the existing Accra-Kumasi highway and enhance road safety through the provision of modern road infrastructure capable of handling increasing traffic volumes along the corridor.
